Urbanization is occurring as a sign of Kupang City’s development. This development is marked by changes in land use. The changes in land use present Kupang City with difficulties. Specifically, food supply and sufficiency, as well as the economic conditions of the Kupang City community. The poverty line (GK) in NTT is mainly driven by food-related expenditure, which is 77.52% compared to non-food expenditure of 22.48%. KLHK and FAO as the main drivers of the hunger alleviation program make urban farming one of the solutions. Urban farming is an agricultural activity carried out in urban areas by utilizing existing land, no matter how narrow the land is. This study aims to develop the concept and planning of urban farming landscapes based on location potential and community preferences. Community-based urban farming landscape planning is expected to support food security in Kupang City. In this study, spatial and qualitative approaches were used to analyze and identify potential locations for urban farming, community preferences and urban farming landscape planning. The results showed that there were 45 (forty five) potential locations for urban farming spread across three sub-districts (Alak, Maulafa, and Oebobo) in Kupang City, including 11 in the medium category, 27 in the large category, and 7 in the very large category. The preferences for commodities in the 3 selected sub-districts were vegetables and starch plants (Alak and Maulafa), as well as ornamental plants and vegetables (Oebobo). Community-based urban farming landscape planning in Kupang City is based on potential locations and community preferences.
