Abstract

Palm sugar is one of the most important non-timber forest products that contribute to the livelihoods of forest-adjacent communities in Indonesia. Unfortunately, farmers' share in the palm sugar value chain was low. This study analyzes changes in the palm sugar value chain before and after the implementation of the Strengthening of Social Forestry (SSF) Project in Lima Puluh Kota Regency, West Sumatra Province. This research used a value chain mapping approach with field observation techniques and stakeholder interviews, and value chain activities, including product flow, information flow, and financial flow to understand how the project intervention reshaped production and marketing systems. The study reveals that before the SSF Project, farmers’ market access, value addition, and bargaining power were limited. After the SSF Project intervention, the Social Forestry Business Group, or Kelompok Usaha Perhutanan Sosial (KUPS), emerged as a new actor, enabling farmers to produce derivative products such as granulated, liquid, and candy palm sugar. The project also expanded the involvement of secondary stakeholders, including financial institutions, legal and licensing bodies, NGOs, and universities, thereby strengthening institutional support. The project results show that the SSF Project improved value addition, product quality, and reduced farmers’ dependence on middlemen. Thus, the findings of this study indicate that the SSF Project’s efforts to support a more inclusive and sustainable palm sugar value chain will be more effective if accompanied by strengthened governance, better stakeholder coordination, and well-developed long-term marketing strategies.
