Peer Review Process
PEER REVIEW PROCESS

The suitability of manuscripts for publication in the Journal of Regional and Rural Development Planning (Jurnal Perencanaan Pembangunan Wilayah dan Perdesaan – JP2WD) is determined by the editorial board and peer reviewers. All review processes are conducted under a double-blind review system.
The Chief Editor handles all correspondence with authors and makes the final decision as to whether a manuscript is recommended for acceptance, rejection, or revision.
The Chief Editor and Managing Editor evaluate submitted manuscripts at the pre-submission stage within three days to determine their suitability for further review. Manuscripts are reviewed by two or three qualified peer reviewers selected by the Managing Editor. Reviewers are requested to examine the manuscript and return it with their recommendations to the Chief Editor or Managing Editor as soon as possible, usually within two weeks. If one reviewer recommends rejection, the Chief Editor or Managing Editor will appoint a third reviewer or make a final decision regarding acceptance or rejection.
Manuscripts requiring revision will be returned to the authors, who are given one week to revise and resubmit the manuscript through the JP2WD OJS system.
The Chief Editor then forwards the revised manuscript to the Managing Editor to verify whether the revisions have been made in accordance with the reviewers’ suggestions. The Managing Editor may recommend that the Chief Editor return the manuscript to the authors, accept it, or reject it within one week. After the acceptance letter is issued by the Chief Editor, the manuscript is forwarded to the technical editor for copyediting and layout processing. The Chief Editor will send a notification letter regarding the publication issue, along with the invoice and proofreading results, to the authors.
There are four stages of revision by the authors:
- Revision based on the Managing Editor’s suggestions (pre-submission stage) within one week;
- Revision based on peer reviewers’ suggestions within one week;
- Revision based on the Managing Editor’s further suggestions within one week (if any);
- Revision based on editorial meeting recommendations within one week (if any).
Manuscripts that exceed the revision deadline will be considered withdrawn. Authors may request an extension from the Chief Editor before the revision deadline expires. The time from submission to acceptance varies depending on the duration of the review and revision processes.
Manuscripts are generally rejected for three main reasons:
- The topic does not fall within the scope of the journal and may be more suitable for publication elsewhere.
- The substance of the manuscript does not meet JP2WD standards; data may be incomplete; the methodology may be inappropriate; the manuscript lacks novelty or does not contribute to the advancement of knowledge; or there is inconsistency among the objectives, research design/methodology, evidence, and conclusions.
- The manuscript does not comply with the JP2WD Author Guidelines and template requirements.
Manuscripts may be rejected without undergoing the review process. Manuscripts may also be rejected during the review process if authors fail to revise the manuscript according to reviewers’ and editorial board suggestions or fail to provide an appropriate response to the comments.
If a manuscript is rejected, the author will be notified by the Chief Editor along with the reasons for rejection. Authors may submit an appeal to the Chief Editor if they believe an unfair judgment has been made, providing clear justification. The Chief Editor will review and discuss the appeal with the Managing Editor responsible for the manuscript before making a final decision to accept or deny the appeal.
Authors will receive the final version of the manuscript in PDF format. The proofreading results will be sent to the corresponding author. The proof must be carefully reviewed, checked against the submitted manuscript, and any corrections must be returned within seven days.
