Effectiveness of Community-Based Periodic Closures for Octopus Fisheries in the Wakatobi Biosphere Reserve, Indonesia

Small-scale octopus’ fisheries in tropical coastal waters are highly vulnerable to overexploitation due to open-access conditions and limited management capacity, leading to declining stock biomass and reduced catch productivity. Community-based fisheries management (CBFM) using time-area closures has emerged as a practical management tool to improve stock recovery and fisheries sustainability. This study evaluates the management effectiveness of a community-based open–close system (parimpari) for blue octopus (Octopus cyanea) fisheries in Kapota Wakatobi, Indonesia, using an adapted Management Effectiveness Tracking Tool (O-METT Management effectiveness was evaluated using input, process, output, and outcome indicators through field surveys in five coastal villages, interviews with 70 stakeholders, including fishers, community leaders, and fisheries officers, the Government of Wakatobi, and the fisheries monitoring data collected between 2024 and 2025. Results indicate that the open–close system contributed to overall management effectiveness, which remained low at 28.9% (bronze level), constrained by limited human resources and financial capacity, and weak monitoring outputs. Despite high community participation and compliance, insufficient benefit-sharing mechanisms and weak fisheries data systems pose risks to long-term sustainability. The study highlights the need to strengthen fisheries management inputs, improve monitoring systems, and integrate scientific stock indicators to enhance the effectiveness of community-based octopus fisheries management.
