Perencanaan Strategi Pengembangan Penangkaran Benih Padi Inbrida UD. Agro Tani, Kabupaten Tuban

One of the ways to increase paddy productivity in Tuban Regency is through the use of certified paddy seeds in the limited land conditions. However, production is not sufficient to meet market demand and this is one of the responsibilities of paddy seed breeders as producers and distributors of seeds, one of which is UD. Agro Tani is the largest contributor to paddy seed production. The existence of internal weaknesses, competition and changes in the business environment make it necessary to carry out strategic management, which begins with strategy formulation. This research aims to find out the important factors and formulate the strategies that can be used to develop the paddy seed breeding business of UD. Agro Tani. This research method is descriptive analysis with the analytical tools used IFE, EFE, and SWOT matrices. The results showed that there are seven internal factors that have an important influence, namely: high quality of paddy seeds; open to agricultural technology; mutually beneficial partnerships with partner farmers; mutually beneficial relationships with partner distributors; lack of labor management; limited administration and information; and limited production of paddy seeds. There are six external factors that have an important influence, including the development of agricultural technology; high demand for paddy seeds; suitable regional conditions; climate, weather, and pest uncertainty; limited land; and delays in certification labels. The IFE and EFE matrices indicate that UD. Agro Tani has strong internal capabilities and has responded well to opportunities and threats. The results of the SWOT matrix yielded four strategies, that is: 1) Increase production and distribution of paddy seeds while maintaining their quality; 2) Maximize administrative and information records and internal management arrangements; 3) Optimize postharvest time arrangements to market rice seeds; 4) Optimize field supervision and management.
