Sejak tahun 1967 telah terjadi dualisme politik pertanahan nasional yang menimbulkan banyak masalah. Dualisme tersebut adalah antara sektor kehutanan di satu sisi dan Agraria dan Tata Ruang (ATR)/Badan Pertanahan Nasional (BPN) di sisi yang lain. Alokasi tanah menjadi sangat tidak efisien, banyak menimbulkan kasus hukum yang tidak perlu, dan pembangunan menjadi terhambat. Dualisme politik pertanahan tersebut perlu segera diakhiri karena telah nyata merugikan kepentingan nasional dalam memakmurkan rakyat. Konflik tenurial sangat marak, sementara investasi sulit bergerak.
