Alignment Evaluation of Pamelo Orange Orchard Allocation with Spatial Planning Based on Land Suitability in Pangkep Regency

Pamelo orange is a leading commodity in Pangkep Regency, yet its production continues to decline due to land utilization that is inconsistent with its potential. This study aims to evaluate the allocation of pamelo orchards against the Regional Spatial Planning (RTRW) based on land suitability analysis. The research was conducted through field observations using stratified random sampling at 238 orchard locations, verified via 2024 Landsat Imagery and Google Earth. Soil sampling was performed to support the land suitability evaluation using the criteria matching method. Furthermore, spatial overlay analysis of actual land use, RTRW spatial patterns, and land suitability maps was utilized to evaluate orchard allocation using QGIS software. The evaluation results reveal a dominance of the "not suitable" (N) class covering 60.80%, followed by "marginally suitable" (S3) at 33.66%, and only 3.88% of the land categorized as "moderately suitable" (S2). Although land that is technically and legally available only covers 12.96% of the region, a massive misalignment was discovered, where 47.46% of actual orchards are located in residential areas and 27.54% are in mining and energy zones. This irregularity indicates that most existing cultivation faces severe biophysical constraints and violates spatial planning regulations. As a strategic step, the government needs to relocate and review the permits for orchards situated in residential, mining, and energy areas. Additionally, pamelo orange development must be strictly directed toward available land (12.96%), while conditionally available land (25.52%) has the potential for development if technical interventions such as drainage improvement and liming are implemented and spatial plan adjustment studies are conducted prior to recommendation.
