Strategi Komunikasi Pembangunan Pemerintah Kota Tangerang dalam Pengelolaan Lingkungan Melalui Program Smart Environment

Penelitian ini bertujuan untuk menganalisis strategi komunikasi pembangunan Pemerintah Kota Tangerang dalam pengelolaan lingkungan melalui Program Smart Environment dengan menggunakan pendekatan kualitatif dan metode studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi lapangan, dan dokumentasi kebijakan, kemudian dianalisis secara tematik. Hasil penelitian menunjukkan bahwa strategi komunikasi pembangunan dijalankan melalui integrasi inovasi digital, pemanfaatan saluran komunikasi multi-channel, pendekatan sosialisasi berkelanjutan, serta penguatan kolaborasi multipihak. Aplikasi Silacak, Laksa, dan Siritase berperan penting dalam meningkatkan efisiensi pelaporan, transparansi layanan, dan partisipasi masyarakat dalam pengelolaan sampah. Pemerintah menggabungkan media sosial, website resmi, dan sosialisasi tatap muka sebagai strategi komunikasi yang inklusif untuk menjangkau seluruh kelompok masyarakat. Penelitian ini menemukan bahwa keberhasilan program dipengaruhi oleh kesiapan teknologi, literasi digital masyarakat, serta peran komunitas seperti kampung iklim dan bank sampah sebagai penggerak sistem sosial. Kebaruan penelitian terletak pada temuan bahwa empat elemen difusi inovasi—teknologi, saluran komunikasi, jangka waktu adopsi, dan sistem sosial—bekerja simultan dan saling memperkuat dalam meningkatkan adopsi inovasi lingkungan. Temuan ini memberikan kontribusi penting bagi pengembangan strategi komunikasi pembangunan berbasis digital di sektor lingkungan perkotaan.
