Sustainable Rural Economic Empowerment, Regional Development and Inclusive Cities
This edition of the journal contains six articles: three articles discuss rural economic empowerment, one is a regional-scale article, one is a national-scale article, and one article focuses on efforts to achieve inclusive and sustainable city. All of three articles discussing rural economic empowerment are written within the context of tourism development in rural areas. While two of these articles focus on the empowerment of mountain villages bordering forest areas, one of which evaluates the effectiveness of mountain village social forestry programs.

Impact of Spatial Planning and Fiscal Decentralization on Rural and Regional Development in Indonesia
Studies related to regions and rural areas can be conducted at various regional levels, ranging from the micro level at the rural, rural, and urban levels to national-scale areas. This journal contains eight articles, consisting of two articles at the rural and nature conservation area levels, one article with cases at the district level, three articles on urban area cases, one article at the provincial level, and one national-scale study article. The topics of the article vary from spatial planning, the role of regional stakeholders, suitability of land for agriculture, flood disaster issues, urban land administration, inclusive settlements, as well as local government spending issues and the national impact of village fund policies.

Regional Resource Evaluation and Rural Development Transformation
Rural village development is a major concern of the Indonesian government, and it has grown rapidly in the last decade. One of the key questions surrounding this development is the extent to which Indonesia's rural development process is capable of reducing poverty in rural areas. Kamaludin's research in this journal looks at the relationship between development patterns and poverty. This demonstrates that when the dominant agriculture-based villages are adequately equipped or have transformed into the service and other sectors, the strongest correlation to the decline in the number of poor people in rural areas occurs. Meanwhile, the shift to the trade sector demonstrates that its impact on the poor population remains minimal. The transportation and industrial sectors are not shown to be effective in reducing poverty.

The first three articles are concerning about rural cases and the remaining three are about urban cases.

Towards a New Paradigm of Indonesian Rural Development
Theories of rural development continue to renew and change. One of the most significant thoughts was when the OECD (Organization for Economic Cooperation and Development) in 2006 published "The New Rural Paradigm". Although focuses on rural development issues in OECD countries, especially in Europe, it uncovers regional development in the millennial era. In the publication, it is stated that rural areas are no longer identical and stagnant but are areas of growth that can develop faster than urban areas. The key to this paradigm is not limiting rural potential to only agriculture. Rural areas have other growth potentials such as tourism, rural industry, information and communication technology, and others. The view that saw rural areas as a “cost center” and was oriented towards subsidies has changed to an investment perspective. Moreover, the main actors of development should not only rely on the government, but rural development needs to maximize many parties, including the business world and NGOs (Non-Government Organizations).

Spatial Analysis for Urbanization Control, Facility Distribution, and Rural Sustainability
Spatial analysis is an analytical approach in regional development planning and management system that utilizes analyzed spatial data. One of the development issues of regions that is undergoing the process of urbanization, especially in suburban or peri-urban areas, is the issue of urban sprawl, which is the process of irregular and scattered urban physical growth with low density, causing various forms of inefficiency and waste of resources. Along with spatial analysis, analysis of development sustainability at local and village scales is a regional-based analysis that can provide support in making development policy/planning decisions based on locally specific characteristics of the region. In this issue of the journal, four out of five articles utilize spatial analysis approach in methods to analyze urban sprawl, settlement planning, and health facilities. The five articles are oriented towards efforts to maintain sustainable development, both at the regional and local, village scales.

Connection between Pluralism, Social Capital, and Rural Agriculture with Settlement and Urban Infrastructure
Rural regions in Indonesia have experienced transformation from time to time. A country rich with culture, Indonesia is predicted having more than 300 ethnic groups and 1,340 tribes. Compared with urban areas, rural areas are more homogenous. Each village is generally still dominated by its original tribe. Nonetheless, tribe heterogeneity in a region, both in urban and rural areas, is increasing.

Sustainable Rural and Urban Spatial Planning
Spatial planning basically is a development process by means of spatial arrangement approach, which form spaces that are productive and efficient (economic pillar), balanced and just (socio-institutional pillar), and sustainable (environmental pillar). A productive and competitive spatial plan shall be supported, requires social cohesion with social capital that is capable to maintain social stability and opportunistic behaviors. One of the forms of development balance is the balance between rural and urban. Development system that are urban biased have negative impact on the balance of regional development. Space productivity and social cohesion shall be supported by a sustainable environment, which means activities that utilize space shall be under control, thus do not exceed the environmental carrying capacity. The exceeding of environmental carrying capacity effects the balance of resource supply scale and may cause environmental disasters. A sustainable environment is a guarantor to socio-economic growth in long term.

Tourism Development, Economy, and Rural Community Vulnerability Challenges
In 2006, Organization for Economic Cooperation and Development (OECD) published the New Rural Paradigm, which stated the importance of development of non-agricultural sectors in rural areas. Learning from experiences of industrially advanced OECD countries particularly in Europe, rural areas have been losing their growth potential because of lack of attention on non agricultural sectors. In fact, even rural areas are possible to become regional growth centers outside urban areas. Ten years later in 2016, OECD published its thought concerning a new paradigm on rural development particularly for developing countries, titled “A New Rural Development Paradigm for the 21st Century - A Toolkit for Developing Countries”. The concept of rural development offered in the publication has similarity with the publication ten years before, where non agricultural sectors could be the key in 21st century rural advancement. Despite so, especially in developing countries, the agricultural sector remains very important.
In line with OECD’s thoughts, rural areas in Bali and Java have arise and placed tourism and creative economy sector as their development backbone. In this edition, 3 from 5 articles discuss the role of tourism and creative economy sector in rural areas. As in OECD (2016), especially for developing countries, besides non agricultural potentials, agricultural commodities including food crop commodities remain as leading commodities in many rural areas. One way to advance the sector is through the development of information system for food crops by using Geographical Information System (GIS). In this edition, Jauhari’s study in Pacitan Regency, East Java Province, identified food crop leading commodities and map the production area. From the analysis, it was found that leading food crop commodities in Pacitan Regency are cassava, corn, and rice. There are two clusters of leading food crop commodity development in Pacitan Regency: in the Northeast and Northwest. Northeast around Bandar District, is the center production of cassava, corn, and rice. Meanwhile, Northwest around Punung District, is the location of rice production. Rural development in Indonesia during the last five years has experienced a considerably drastic change in approach as an effort from the government to overcome the lagging of rural development and to reduce poverty level since two third of the national poor population reside at rural areas. The first three articles in this edition highlight various dynamics of rural development, ranging from the issue of village fund effectivity managed by village government, tourism village development, to land cover conversion at rural areas in relation to environmental issues. The other two articles discuss metropolitan suburban phenomena in Java Island and Sulawesi Island: an article discusses characteristics of commuters which commute from rural and suburban areas in West Java Province; and the last article discusses the dynamics of land registration spatial distribution in metropolitan suburban in South Sulawesi.

Issues related to regional disparity are very popular in regional development studies. A fair and just regional balance are believed to be not merely a development goal, but also believed could ensure regional economic development to be sustainable in a long term.
In this edition, Fauzi et al. portrayed disparity of the province with the second largest population in Indonesia (39.7 million in year 2019) and the most regencies/cities: East Java Province.
Article by Klau et al. and by Wijayanti and Pratomo in this edition discusses agropolitan practice in Malaka Regency at the border between Indonesia and Timor-Leste and minapolitan case in Malang Regency, East Java Province respectively.
On the other hand, the result of minapolitan study by Wijayanti and Pratomo shows that majority of districts (20 out of 33 districts) in Malang Regency are included in the category of highly rural and only 3 districts have strong urban characteristics (rurban type A).
Besides problems of disparity and linkage with urban areas, rural areas face institutional issues as well. One of the important issues faced by rural areas bordering with forest areas are institutional issues in accessing forest resources. In the effort to strengthen rural economy, the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration promoted the formulation of village-owned business entities (BUMDes).
The final article of this edition reviews development issues in province scale. Similar to most provinces in Sumatera Island which growth have been relying on their primary sectors (agriculture and mining), economy of Jambi Province needs to transition by developing its secondary sector: the industry sector. Wibisono et al. discusses industrial sector development in Jambi province.

In developing and middle-income countries, development of rural and remote areas are often faced with the limited and decrease in the number of population, as well as the efforts to promote regional growth and rural/regional attractiveness in order to counterbalance the magnet of urbanization to urban areas. On the other side, rural areas are urged to maintain their function as food producers and manage their natural resources and environment in a sustainable manner.
