Hazard Assessment and Mitigation Directives of Flood Disaster in Cekungan Bandung Area

Abstract
Floods in Bandung Basin occur every year in the lowest basin areas such as Majalaya, Ciparay, Deyeuhkolot, Rancaekek, Bojongsoang and Baleendah Sub-Districts, Bandung Regency. Hazard analysis and flood mitigation assessment is an important effort to reduce the risks of the disaster. This paper analyzes the hazards and flood mitigation direction in the region of Bandung Basin. The study was conducted by utilizing topographic and flood history data in analyzing hazards, then prepares mitigation directives based on the results of hazard analysis and land use in the area. Flood hazard was identified by analyzing the hazard area using Modification Topography Wetness Index (MTWI), while flood mitigation direction was analyzed descriptively by comparing the results of hazard analysis with land use data. Result of the study shows that 2.36% of the basin area is classified as high hazard which is flood prone area, 7.15% is moderately dangerous and 90.49% is low hazard area. The low public awareness to enviroment is one factor that cause flood in Bandung Basin. At the priority zones it is recommended to build additional drainage to flow water from the lowest basins. In addition, the mitigation efforts in area is conducted by law enforcement on land use that does not match the spatial pattern of Spatial Plan (RTRW) and forest and land rehabilitation in the Citarum Hulu watershed.
