ABSTRACT

Indonesian Center for Agricultural Technology Assessment and Development (BBP2TP) is the Technical Implementation Unit (UPT) in the field of assessment and development of agricultural technology. One of the functions of BBP2TP as the manager of staffing, finance, household, and equipment. The Web-Based Public Service Information System at BBP2TP was created to carry out this function, as a container for digital information storage, services, and other BBP2TP household affairs. The container is arranged in the form of a website as a form of implementation and public service administration information system. The methodology used in the Web-Based Public Service Information System at BBP2TP uses a prototyping methodology. The prototyping methodology is a type of renewal that is developed continually being improved according to the criteria and features that the user needs are met. According to Pressman (2015), the prototypes compiled consisted of five stages, communication, fast planning, proper design modeling, prototype making, and system/software delivery to customers/users, delivery, and feedback. Balai Besar Pengkajian dan Pengembangan Teknologi Pertanian (BBP2TP) merupakan Unit Pelaksana Teknis (UPT) dibidang pengkajian dan pengembangan teknologi pertanian. Salah satu fungsi BBP2TP sebagai pengelola urusan kepegawaian, keuangan, rumah tangga dan perlengkapan. Sistem Informasi Pelayanan Publik Berbasis Web di BBP2TP dibuat untuk menjalankan fungsi tersebut, sebagai wadah digital penampung pemohonan informasi, pelayanan, dan urusan rumah tangga BBP2TP lainnya. Wadah tersebut dikemas dalam bentuk situs web sebagai wujud dari implementasi dan dokumentasi sistem informasi pelayanan publik. Metodologi yang digunakan dalam pembuatan Sistem Informasi Pelayanan Publik Berbasis Web di BBP2TP menggunakan metodologi prototipe. Metodologi prototipe adalah jenis metodologi yang pengembangannya mengalami perbaikan secara terus menerus sampai seluruh kriteria dan fitur yang dibutuhkan pengguna terpenuhi. Menurut Pressman (2015), metodologi prototipe terdiri dari lima tahapan, yaitu komunikasi, perencanaan secara cepat, pemodelan perancangan secara tepat, pembentukan prototipe, dan penyerahan sistem/perangkat lunak ke para pelanggan/pengguna, pengiriman, dan umpan balik. Hasil dari sistem informasi tersebut dapat diakses di http://new.bbp2tp.litbang.pertanian.go.id/#info_publik. Sistem informasi ini akan lebih optimal diakses menggunakan perangkat komputer.
