RISALAH KEBIJAKAN PERTANIAN DAN LINGKUNGAN Rumusan Kajian Strategis Bidang Pertanian dan Lingkungan https://journal.ipb.ac.id/index.php/jkebijakan <p>Jurnal Risalah Kebijakan Pertanian dan Lingkungan: Rumusan Kajian Strategis Bidang Pertanian dan Lingkungan atau biasa disingkat JRKPL merupakan jurnal yang disajikan dengan artikel dalam bentuk risalah kebijakan (<em>policy brief</em>). Hasil-hasil penelitian baik berupa paten, artikel ilmiah, sinopsis, teknologi tepat guna, atau buku perlu disebarluaskan kepada pengambil kebijakan, maupun masyarakat pengguna, termasuk industri yang langsung dapat memanfaatkannya. <strong><a title="PSP3" href="https://psp3.ipb.ac.id/" target="_blank" rel="noopener">Pusat Studi Pembangunan Pertanian dan Pedesaan (PSP3)</a></strong> bersama dengan <strong><a title="PSL" href="https://psl.ipb.ac.id/" target="_blank" rel="noopener">Program Studi Ilmu Pengelolaan Sumberdaya Alam dan Lingkungan (PS-PSL)</a></strong> memandang bahwa mengantarmukakan sains dan kebijakan merupakan tahapan yang sangat penting untuk mewujudkan pembangunan yang berkelanjutan. Memperhatikan hal tersebut, maka peningkatan peran IPB University dalam pengambilan kebijakan pertanian merupakan hal yang amat perlu dilakukan. The research aims to understand strategies for strengthening Islamic boarding school institutions in cultivating catfish and increasing capabilities in managing Islamic boarding school business units and achieving independence. Qualitative methods were used with interviews and observations as the main approach to identify factors that encourage and hinder Islamic boarding school institutions, as well as to develop human resources (HR) for students and alumni of the Miftahul Ulum Islamic Boarding School. The research results show that the Miftahul Ulum Islamic Boarding School has succeeded in increasing the production and quality of catfish, creating sustainable economic opportunities for the Islamic boarding school and the surrounding community. The change in land use will have significant environmental implications, including a potential decrease in environmental quality and the occurrence of critical land. Efforts can be made to rehabilitate critical land through conducting forest and land rehabilitation (RHL). One of the results of RHL in Bogor Regency, West Java is the Megamendung Organic Forest. The existence of this organic forest certainly has many benefits, including carbon sequestration, water catchment areas, and a source of biodiversity. The objectives of this study are to (1) estimate the use value of the Megamendung Organic Forest; (2) estimate the non-use value of the Megamendung Organic Forest; and (3) formulate alternative strategies for sustainable management of the Megamendung Organic Forest. The methods used in this research are market price, benefit transfer, and PROMETHEE. Namun, tantangan seperti rendahnya pengetahuan masyarakat, keterbatasan dana, dan kurangnya dukungan infrastruktur menghambat optimalisasi sistem ini. Penelitian ini bertujuan menganalisis pengembangan akuaponik sebagai alternatif solusi untuk ketahanan pangan di Desa Mulyaharja. Metode analisis SWOT digunakan untuk mengevaluasi kekuatan, kelemahan, peluang, dan ancaman yang dihadapi. Beberapa strategi diusulkan, termasuk edukasi, pengembangan infrastruktur, penerapan teknologi pemantauan kualitas air, serta kerjasama dengan pemerintah dan lembaga swadaya masyarakat. Hasil analisis menunjukkan bahwa akuaponik dapat diterapkan secara berkelanjutan dengan dukungan pelatihan teknis, pengelolaan limbah, dan diversifikasi sumber pendapatan. However, land-use changes driven by industrial activities, including the Cepu Block managed by Exxon Mobil, have negatively affected the socioeconomic conditions of farmers who rely on agriculture as their primary source of income. The objectives of this study were to analyze agricultural production and productivity levels in Bojonegoro and evaluate its strategic agricultural commodities. The research utilizes secondary data from the 2022 Bojonegoro Statistics Agency (BPS), focusing on five variables: food crops, horticulture, plantation, livestock, and fertilizer application (NPK, Petroganik, Urea). The results identified nine key indicators of strategic commodities, grouped into three main components: (1) corn productivity and fertilizer application (NPK, Petroganik, Urea); (2) livestock, including chicken, beef cattle, and goats; (3) rice and sugarcane productivity alongside Petroganik fertilizer application. These findings emphasize the importance of optimal fertilizer management and support for strategic commodities to sustain agricultural development. Methane gas is produced from the anaerobic decomposition of organic matter around rice plants' roots, especially those continuously flooded. The addition of organic matter in organic rice is also a contributor to methane gas. Strategies to reduce methane emissions in organic rice cultivation need to be carried out, especially now that organic rice products have added economic value and better competitiveness, especially with increasing public awareness of healthy and environmentally friendly products. Some efforts to reduce methane emissions include intermittent irrigation of rice, selection of rice varieties that are more resistant to waterlogging and short-lived, the need to properly manage crop residues by composting them, and careful use of organic fertilizers that can help reduce methane emissions. East Kalimantan’s food needs are still supplied from outside the region as a result, the production is insufficient. This study aims to calculate the projected demand for staple foods and formulate a strategy to meet them in the capital city of the archipelago, East Kalimantan. This study uses a qualitative descriptive analysis approach. Food needs are calculated from the total household and non-household food consumption. The data and information obtained are analyzed and synthesized to formulate a strategy to meet food needs in the IKN. The results of the analysis show that the projected demand for staple food in the IKN in 2024-2045 is increasing, both household and non-household consumption. Fulfilling IKN's food needs through trade patterns is a short-term strategy. The medium-term strategy is through the food reserve mechanism in the IKN. Increasing domestic food commodity production is a long-term strategy. This study aims to analyze business actors' perceptions of public investment policies and programs in the agricultural sector. The sample of respondents was 300 farmers who cultivate rice, corn, soybeans, vegetables, cocoa and palm oil commodities in five districts (Subang, Indramayu, Pacitan, North Lombok and North Luwuk). Farmers' perceptions based on Importance Performance Analysis (IPA) analysis show that the performance of production facilities, agricultural machinery and infrastructure in general must be maintained. This study aims to analyze the management of energy crops in community forests and determine the contribution to household income of farmers generated from energy crops by utilizing community forests. The sampling method used a purposive sampling technique with 60 respondents from KTH Mukti Berkah farmers in Mekarsari Village, Cinangka District, Serang Regency, Banten Province. The results of the study showed that energy crop management in community forests carried out by KTH Mukti Berkah farmers includes land preparation, planting, maintenance, and harvesting. Energy crops located on community forest land are types of gamal plants and wood waste. The contribution of energy crops in community forests is 2.14% to the average net income of farmers and the projection of planting energy crops in community forests and derivative products (leaves and compost) from gamal plants have a contribution of 27.09% to the average net income of KTH Mukti Berkah farmers. There is a need to formulate sustainable urban farming community strategy that can improve food security and strengthen the local economy. This research aims to provide recommendation that can be implemented for the sustainability of urban farming communities that can strengthen food security in the city, especially in Cempaka Putih District. The research used SWOT analysis through FGDs with stakeholders to identify internal and external factors. Agroforestry landscapes are mixed-use systems that provide solutions to meet human needs while maintaining landscape services. This study analyzes landscape services in terms of plant species diversity, carbon storage, and water management using i-Tree ECO. The results indicate that agroforestry landscape services contribute to mitigating environmental pressures in alignment with the Sustainable Development Goals (SDG’s), specifically SDG’s 11 (sustainable cities and communities), SDG’s 13 (climate action), and SDG’s 15 (life on land). The agroforestry landscape examined in this study supports a moderate level of plant species diversity, serving as a genetic resource provider, food source, biomass producer, and contributor to the resilience of local varieties, while also functioning as a buffer zone within the landscape. Additionally, this agroforestry landscape stores a moderate amount of carbon, supporting Indonesia's target of reducing carbon emissions by 2030.
