Retrieved from https://journal.ipb.ac.id/index.php/JIPI/article/view/%20Demand%20for%20rice%20increases%20with%20population%20and%20over%20time.%20However%2C%20the%20challenges%20to%20meet%20the%20increasing%20demand%20for%20rice%20are%20constrained%20by%20some%20factors%3A%20conversion%20of%20agricultural%20wetland%20%28paddy%20field%29%20to%20nonagricultural%20uses%2C%20deterioration%20of%20irrigation%20channals%2C%20increase%20scarcity%20of%20water%2C%20and%20increase%20intersectoral%20competition%20of%20water%20use.%20These%20conditions%20have%20raised%20the%20concern%20of%20water%20irrigation%20distribution%20efficiency%20in%20rice%20production.%20Agricultural%20sector%20has%20to%20produce%20more%20rice%20with%20less%20irrigation%20water.%20In%20addition%2C%20water%20irrigation%20charges%20%28IPAIR%29%20are%20also%20problematic%20in%20the%20area%2C%20since%20there%20is%20no%20water%20charge.%20The%20purpose%20of%20this%20research%20is%20to%20estimate%20the%20economic%20value%20of%20water%20irrigation%20at%20Vander%20Wijce%20irrigation%20areas%20in%20Yogyakarta%2C%20to%20determine%20the%20more%20appropriate%20water%20charges%3B%20and%20to%20evaluate%20the%20differences%20in%20water%20values%20with%20respect%20to%20their%20locations%20%28upper%2C%20middle%2C%20and%20lower%20areas%29%2C%20cropping%20intensity%2C%20and%20rice%20productivity.%20Farmers%20at%20the%20upper%20irrigation%20areas%20could%20plant%20rice%20up%20to%20three%20times%20a%20year%2C%20while%20at%20the%20lower%20areas%20only%20twice%20a%20year.%20The%20productivities%20of%20rice%20were%20also%20different%20between%20these%20two%20areas%2C%20where%20the%20upper%20areas%20used%20more%20water%20and%20resulted%20in%20higher%20yields%20compared%20to%20the%20lower%20ones.%20Water%20values%20was%20estimated%20using%20Wicksteed%26%23039%3Bs%20product%20exhaustion%20approach.%20These%20results%20implied%20that%20the%20values%20of%20water%20were%20higher%20at%20the%20upper%20areas%20compared%20to%20the%20lower%20ones.%20The%20estimated%20value%20of%20water%20was%20about%20Rp%2044%2Fm3%20in%20the%20upper%20areas%2C%20while%20in%20the%20middle%20and%20lower%20areas%20were%20about%20Rp%2032%20m3%2Fha%20and%20Rp%2023%20m3%2Fha%2C%20respectively.%20Since%20there%20is%20no%20water%20charge%20in%20the%20area%2C%20there%20is%20no%20fund%20to%20cover%20the%20costs%20of%20water%20distribution%20and%20maintenance.%20This%20could%20lead%20to%20unsustainable%20irrigation%20management.%20The%20above%20estimated%20water%20values%20could%20be%20used%20as%20benchmark%2C%20the%20maximum%20level%2C%20by%20the%20local%20government%20of%20Sleman%20and%20the%20farmers%20groups%20in%20the%20irrigation%20areas%20in%20determining%20the%20irrigation%20water%20charges%20and%20maintaining%20the%20sustainability%20of%20irrigation%20water%20services.%20However%2C%20this%20water%20charge%20has%20to%20be%20followed%20by%20the%20improvement%20in%20water%20management%20system%20to%20maintain%20effective%20and%20efficient%20water%20distribution%20among%20the%20farmers.%20Keywords%3A%20Rice%20production%2C%20efficient%20water%20use%2C%20water%20value%20and%20tariff%2C%20sustainable%20irrigation%20services.%20
