This research goals are to analyze risk and return level of stocks in JII using Markowitz model and single index model, to construct an optimal portfolio, determine the fund proportion, to analyze risk and return generated by optimal portfolio, to formulate managerial implications. The sample are 9 stocks that are listed consistently and did not stock split or reverse stock and the number of observation in 300 stocks during the period June 2011 to May 2016. Construct an optimal portfololio using Markowitz model and single index model. The result shows that the Single Index Model construct 1 portfolio consists of : UNVR (64.2%), LPKR (14.7%), ASRI (9.4%), LSIP (1.4%), INTP (5.8%) and SMGR (4.2%), whereas the Markowitz Model construct 2 portfolio consists of: ASRI (4.52% dan 4.3%), INTP (9.4% dan 8.62%), LSIP (11.64% dan 11.359%), SMGR (25.31% dan 24.059%), and UNVR (49.1% dan 51.649%). This study evidence that construct an optimal portfolio using Single Index Model more efficient than Markowitz Model. Empirical result of this study have implication for investor and the development of the theory an optimal portfolio on JII.

Sharia banking operational activities to encourage the real sector is to provide financing. The Islamic Rural Bank (IRB) conducts financing for working capital and investment as it can increase economic growth in Indonesia. The purpose of this study is to analyze and compare the effect of performance IRB and macroeconomic conditions on the distribution of IRB working capital and investment financing in Indonesia from 2011 to 2015 using Vector Error Correction Model (VECM) research method with monthly data from 2011 to 2015. From the results of VECM estimates, it will be seen the response of working capital and investment financing to shocks arising from the performance IRB and macroeconomic conditions and also the contribution of each of each variable used in the study. The results of this study indicate that the effect of performance IRB and macroeconomic conditions on the working capital financing of IRB in Indonesia, have positive and significant effect on DPK, FDR, ERDPK, inflation and IPI variables have negative and significant effect on ROA, NPF, BOPO, and BI rate, and no significant effect on CAR and ERP variables. The financing of BPRS investment in Indonesia, which has positive and significant effect on the DPK, CAR, ROA, FDR, BI rate, and IPI variables, has a negative and significant effect on NPF, BOPO, ERP, ERDPK, and inflation variables.

The purpose of this study to determine the level of investment feasibility and sensitivity level of sharia financing business unit in the process towards spin off. The investment feasibility analysis is carried out in two schemes: the funding scheme is fully borne by the sharia unit of Adira Finance and the joint financing scheme of funding of units to be financed. Sensitivity analysis is calculated by the scenario of decreasing the number of units financed and the scenario of increasing the financing composition of joint financing. Parameters to be measured in these two analyzes are: Net Present Value (NPV), Benefit Cost Ratio (B/C ratio), Internal Rate of Return (IRR) and Break Even Point (BEP). Based on the calculation of investment analysis, the sharia business unit is not eligible to be separated into sharia unit business if all funding is charged to sharia business unit. While the results of sensitivity analysis calculations obtained that motor finance products more vulnerable to changes in scenarios than car finance products.

Risk occurs at any organization or business activity. It also does not close the possiblility of risk occurs at amil institutions. Types of risk are likely to happen often at amil institutions, namely risk on zakat fund collection, risk on zakat fund management, and risk on zakat fund distribution. Basically, zakat distribution must comply with the 8 ashnaf as written in the QS. At-Taubah: 60. This research was conducted on BAZNAS. The aim of this research is to help amil institutions in managing the possibility of risk, analyze the factors that effect the risks, do the risks mapping on zakat fund collection, zakat fund management, and zakat fund distribution, and also make mitigation to minimize the occurrence of the risks. The data was collected by using the survey method in internal BAZNAS and using ERM method for analysis.

One of the main problems of agricultural sector in Indonesia is the lack of financial support. There are many financing programs which available to overcome this problem, but this problem still persist. Thus, the alternative financing scheme such as Islamic financing that concern on risk sharing concept rather than profit, is a feasible solution. Moreover, the increase of Islamic financing on agricultural sector requires many studies. One of them is about financing risk analysis as well as risk management instruments and systems. This research is applied at BPRS (Islamic Rural Bank) Amanah Ummah, Leuwiliang, Bogor, Indonesia, which provides financing for agricultural business. Thus, this research is focused on analyzing Islamic financing risk and measuring potential loss. In addition, this Islamic financing risk is analyzed with Enterprise Risk Management (ERM) framework method and the potential loss is measured with creditrisk+ method. Overall, this research contributes to literatures on Islamic financing in agricultural sector and provides ground-study related to financing risk analysis on Islamic microfinance institutions.

Indonesia Stock Exchange statistics show that Islamic stock trading reached a value of around 59 trillion rupiahs. The excalation index of JII (Jakarta Islamic Index) is not follow by an increase in market capitalization of stocks listed on the JII. This is the question for investor who want to know how it compares to the performance of Jakarta Composite Index (JCI). This study analyzes the excess return that represents the return expected by an investor after investing in certain assets using descriptive analysis and Ordinary least square (OLS) regression of Capital Asset Pricing Model (CAPM). The descriptive analysis showed that in the same risk-free rate, investors who invest in stocks listed in JII can expect a higher return than the return JCI, while regression analysis shows investors do not expect the JII’s excess return to be different from JCI’s. This suggests that the selection criteria used by Bapepam LK (now OJK) and Indonesia Stock exchange does not affect the performance of return JII.

This research aims at analyzing zakat distribution program of BAZNAS of Bogor City and its impact towards mustahik life based on the income changes after zakat and the values of post-zakat Human Development Index (HDI) and poverty reduction. By utilizing t-statistics, individual HDI, and poverty indicators, this study concludes that zakat has positive impact in increasing human development of mustahik in Bogor city. T-statistics result shows that theres is significant impact of zakat on the mustahik income. HDI value indicates that there is an increase from 47 to 49 in the presence of zakat. As for poverty indicators, all indices used portray significant reduction in the poverty level of mustahik. This could be observed from the reduction in the values of headcount ratio index (H), poverty gap index (P1), income gap indeks (I), and Sen indeks of poverty (P2), respectively.

Islamic banking is an alternative for entrepreneurs in trade, hotel, and restaurants (THR) to obtain capital relief that can push the pace of economic. The purpose of this study was to analyze the response of Islamic banking financing ratios on THR sector in the event of shocks to the banking performance factors, monetary instruments, macroeconomic conditions and the rate of return and analyze the contribution of each variable in explaining the diversity of Islamic financing ratios in THR sector. The analytical method used is Vector Error Correction Model (VECM) with variables that describe the performance of banking, macroeconomic conditions, monetary instruments, and financial returns. The results showed that, shocks to the variables Industrial Production Index (IPI), lending rates (SBK) and equivalent rate financing (ERP) will be responded positively by Islamic financing ratio of THR sector. While shocks to the variables of Third Party Funds (TPF), troubled financing (NPF), a bonus SBI Sharia (BSBIS), inflation (INF) and the placement of funds in the money market with Sharia principles (PUAS) will be responded negatively by Islamic financing ratio of THR sector. Based on this research, Islamic banking should be more focus on financing for the PHR sector because it will provide a great benefit to the development of the real sector.

Indonesia is the largest Moslem population in Southeast Asia (CIA, 2013), but Islamic banking market share in Indonesia is still low (BI,2014). This condition happened because Islamic banking information was not well accepted in the society. Television journalist has important role in spreading this information. The purpose of this study was to analyze perception and factors that build television journalist perception in Islamic banking news making. This study used theory of planned behavior (TPB) and structured equation modeling (SEM) to assess television journalist perception in Indonesia’s Islamic banking development. The assessment evaluated intention and ability to explain their intention in subjectivenorm (SN), attitude toward behavior (ATB), and perceived behavior control (PBC). The result showed that SN, ATB, and PBC were positively influence television journalist perception on Islamic banking development in Indonesia. SN and PBC were positively influence journalist intention to make Islamic banking news.

Rente loan system is a loan scheme that is based on interest. This loan system is widely used by the Micro and Small Medium Enterprises (SME) notably in particular rural communities. The purpose of this study is to analyze the development process and system received rents in the Panulisan Timur District of Dayeuhluhur Regency of Cilacap, and analyze the factors that affect the selection of loan seeking system. The method used in this study is a qualitative method with a case study approach. The data used is primary data obtained through observation and interviews to the villagers of the Panulisan Timur District of Dayeuhluhur Regency of Cilacap uses rente system. The study was conducted during the period December 2013 to April 2014. Number of key informants in this study were 5 people and the number of respondents 30 people. The results showed that the loan scheme growing rents in the Panulisan Timur District of Dayeuhluhur Regency of Cilacap consists of the active and passive processes. The existence of internal factors such as the need for cash is urgent and external factors in the form of an easy loan terms, the availability of funds every day, disbursement fast and easy access makes the transaction rents to survive and be accepted by society.

The research aimed to develop and to test the consistency of the relationship between preference factrs of Chinese Ethnic towards Islamic Banks in Indonesia. According to previous research, customer’s internal and external factors as well as marketing strategy of the Islamic Banks are the main reason behind their decisions to become Islamic Banks’ customers. However, some of the previous researches have also shown inconsistent result in which it is stated that the religious factor is the main reason for Chinese Ethnic to choose Islamic Banks, whereas some other research concluded that religion has nothing to do with the decision to become customer in Islamic Banks.In line with the purpose of the research is to analyze how far the factors mentioned above could influence the preference of people with Chinese Ethnicity towards Islamic Banks. The approach used in this research is survey method. Sumarwan (2011) explains that survey is a design of a research which collects data from some respondents that are selected from a population. The sample of this research is Indonesian Chinese Ethnics, including the Muslim ones and also include those who are already a customer in Islamic Banks as well as those who are not. This study specifically analyzes perception attribute variable such as location, higher return, quality service, Islamic bank’s reputation and image, product features, marketing, and teknology; and also environment variable, personal variable, culture variable, and lastly preference variable of the Chinese ethnics towards Islamic Banks in Indonesia by using AIDA (awareness, interest, desire) model approach. The data is analyzed by using SEM (structural equation model) technique.An interesting phenomenon of the research is that Islamic Banks use Islamic principles which prohibited the act of Riba’, while the Chinese Ethnic customers and the prospective customers also considering the same thing. Most of Chinese Ethnics are Buddhist, Christian, and Catholic which prohibited interests in banking system.The result of this study concluded that the level of knowledge of Chinese Ethnics that are not yet a customer towards Islamic Banks is lower than the knowledge level of Muslim Chinese Ethnics who are already a customer in Islamic Banks. With AIDA model, it is found that environment variable which consists of social and culture has significant influence towards atribute perception and also towards other AIDA variables such as Awareness, interest and desire.

The main purpose of management of zakat in Act No 23/2011 is to achieve public welfare and poverty alleviation. However, until now, zakat has not been sufficient to attain both these goals since zakat fund collected in Indonesia is only about 1% of its national potential that reaches Rp 217 trillion. This indicates that there are many muslims who are not motivated to pay zakat nor trust Zakat Management Organization. This study analyzes the factors that influence muzakki in choosing Zakat Management Organization and the performance of BAZNAS Kota Bogor from muzakki’s perception. Logistic regression is used to analyze the factors that affect muzakki in choosing the Zakat Management Organization. Descriptive analysis is used to analyze the perceptions of the BAZNAS Kota Bogor. This research was conducted during the month of February 2014 with 30 respondents BAZNAS Kota Bogor’s muzakki and 30 respondents muzakki whose paying zakat directly to mustahiq. The results of logistic regression show that the factors that affect muzakki in choosing Zakat Management Organization are income, the level of reliability, and institution’s image. The muzakki’s perception of the performance of BAZNAS Kota Bogor can be concluded as good, particulary in reliability, responsiveness, and tangible.

Welfare
The role of micro business enterprises in employment is quite large, namely 99.9% of the total workforce in Indonesia. This suggests that micro businesses have a great opportunity in economic development and increased prosperity. This is not in accordance with the improvement of social welfare of the poor because of the high of the poor up to 10.96% of the total population. The limited capital on micro businesses is an obstacle that is difficult to be avoided. In this case, the financing provided by the BMT is crucial for micro enterprises in accessing capital. The purpose of this study is to analyze the effect of the financing program in increasing income and welfare of micro businesses. The method used in this research is the method of Ordinary Least Square (OLS and logistics method. Significant variables that positively affect the revenue are captured financing of respondents, the number of family members whose income, education, and ethical and moral variables. The variables that positively and significantly affect the welfare are the length of time member, meal expenses, average income, and financing that are taken by respondents.

The agricultural sector of islamic stock has a downward trend of return and often gives negative return, thereby it reduces the interest of investors to buy similar stocks. This study aims to examine the effect of Earning Per Share (EPS), exchange rate, money supply, SBI interest rate and world gold prices toward stock return of PT Astra Agro Lestari Tbk (AALI) and stock return of PT PP London Sumatra Indonesia Tbk (LSIP) as representatives of agricultural stock. The method used is the Vector Error Correction Model (VECM) with monthly time series data from August 2011 to December 2014. In the long term, the results showed that the EPS significantly positive effect on the return of AALI and LSIP , exchange rates significantly positive effect on the return of LSIP, money supply significantly negative effect on the return of AALI and LSIP, SBI interest rate significantly negative effect on the return of LSIP and world gold prices significantly negative effect on the return of AALI. Money supply predominantly contribute toward the changes of the return of AALI and LSIP.

The Transportation and communications sector acts as liaison between economy of islands in Indonesia, it’s required helping through the distribution of Islamic Banking funding. This study aims to analyze the influence, shock response, and variety contribute of some factors as banking performance, macroeconomic condition, rate of return, and monetary instruments towards trasportation, warehousing, and communication (TWC) financing in Islamic banking. This study uses Vector Error Correction Model. The results of this study, first, in the short term DPK variabel is affected significantly towards ratio of financing TWC sectors. In the long term NPF, INF, ERP, PUAS, SBK variabels are giving significantly negative effect towards ratio of financing TWC sectors, whereas IPI and BSBIS variabels are giving significantly positif effect. Second, the ratio of TWCsectors responds negatively to the shock of NPF, PUAS, ERP, and INF variabels, whereas the shock of DPK, BSBIS, and SBK variabels is responded positively by the ratio of TWC sectors. Third, BSBIS variable gives the largest contribution to the diversity of financial ratios TWC, then proceed ERP, NPF, and IPI

Debt Service of Low-Income Households in Indonesia

External source of fund is one way to get funds, but when it reaches 50 percent and above of disposable income, it becomes an issue. This paper attempts to elaborate determinants influencing low-income household in having 50 percent or more debt service ratio. By utilizing logistic regression approach to extract the data collected in the Greater Jakarta Indonesia, this study finds that when household head’s age is 45 years old and above, having 5 dependents or more, and is a home owner, the household is the most likely to have 50 percent and above debt service. While the least likely is when household head originally from Jakarta, no worry about future domestic economy condition, and have more than USD80 income per month. Variances of education level, marital status, occupation, financing institution, charity per income are not proved statistically significantly give effect to the variance of debt service in this study

This study describes the process of Sharia Financial Service Cooperation (KJKS) becoming nazhir waqf, analyzing the priorities of internal and external factors which related with cash waqf. This research uses descriptive quantitative and qualitative approach based on study literature, observation, and quetionaire using analytical network process (ANP) method. The internal factors and external factors devided into 8 cluster. 2 General Cluster and 6 Detailed Cluster: cluster of Internal Aspect, cluster of External Aspect, cluster of SDM KJKS, cluster of Accountability, cluster of Product, cluster of Regulation, cluster of Demography, and cluster of Civil Sociaty. The calculations showed that the highest score which is greatly affect the cash waqf management in KJKS from Internal Aspect such as: Cluster of Accountability (36%), Cluster of Product (33%), and Cluster of SDM KJKS (31%). External Aspect such as: Cluster of Regulation (38%), cluster of Civil Sociaty (37%), and cluster of Demography (25%). Furthermore, the important priority from detailed cluster are Asset Accumulation element (22,8%) and Requirement of Sharia Principle (22,9%).

Development of Financing of Islamic banking in Indonesia has increased. However, the amount of financing is only 3-5% when compared to conventional bank loans. This study aims to analyze the factors affecting the amount of financing provided by Islamic banking in Indonesia. This study uses a Vector Error Correction Model (VECM) to see the long-term effect and response to shock that occur in the studied variables. The result shows that in the long run, the percentage of profit and loss sharing, third party funds, and FDR give a positive and significant effect on the financing, while NPF has negative and significant effect. ROA and BOPO have no significant effect on the financing. Shocks that occur in the financing, NPF, and ROA positively responded by financing and will be stable in the long term. While the shocks that occur in the percentage of profit and loss sharing, third party funds, FDR, and BOPO responded negatively by financing and will be stable in the long term.

The banking sector in Indonesia is classified as a competitive economic sector. That condition force the bank management to implement appropriate strategies and innovation to improve the capability of the company and the quality of services offered. Of the various strategies available, spin-off considered as one of the strategies that are quite popular among banking companies. The implementation of spin-off in Sharia Business Unit (UUS) in Indonesia is carried out with the different method among Commercial Bank (BUK). The research focuses on 2 (two) alternative spin-off methods, which is spin-off through existing bodies and through the establishment of a new entity, with a case study of PT. Bank BRI Syariah and PT. Bank BNI Syariah. The data collection process in this paper is will be done through 2 stages. The first step is using factor analysis method to assign factors that are considered significant in spin-off process, and the second step to determine the factors that are more considered for different methods by using pairwise comparison method. The results show that there are 6 (six) factors considered in spin-off implementation, and there are differences in the factor that considered in spin-off implementation between Islamic Banks that was formed through existing bodies and through the establishment of a new entity.

Branchless Banking is part of the financial inclusion program, which provides financial services performed outside bank branches using information and communication technology as well as non-bank retail agents. Branchless Banking was already done by Bank Muamalat Indonesia in cooperation with PT Pos Indonesia as an agent since 2004. This study aims to analyze the performance of Bank Muamalat Indonesia before and after Branchless Banking and formulate alternative strategies for Bank Muamalat Indonesia to improve their financial performance. This study uses the financial ratio such as Capital Adequacy Ratio (CAR), Financing to Deposit Ratio (FDR), Return on Assets (ROA), and Operating Expenses Operating Income (BOPO) with paired samples t-test method to obtain the level of significance. This study finds that the financial ratio in the form of CAR, ROA and ROA before and after Branchless Banking significantly different, while the FDR doesn’t differ significantly.

As the most populous Muslim nation in the world Indonesia has the largest zakat potential, yet its’ zakat collection on national level only reached 1% of the whole potential. This matter has become the greatest challenge for all zakat institutions in Indonesia, especially the National Amil Institution (BAZNAS). Recently the government made a new regulation; Inpres No.3/2014, that could help the institution to minimize the discrepancy between zakat potential and zakat realization. The main objective of the paper is to formulate a strategy for BAZNAS to optimized its zakat fund’s collection in regards to the new regulation, where BAZNAS is specifically asked to coordinate and to collect zakat from all of government’s institutions. Data is collected using a survey questionnaire on both internal and external representatives of BAZNAS, and is analyzed using SWOT matrix.

This study aimed to analyze the effect of sharia and conventional monetary instruments to the distribution of agricultural sector funds from 2009 to 2014 and using VAR / VECM which analysed through Impulse response Function (IRF) and the Forecast Error Variance Decomposition (FEVD). Results of research on the conventional models, shows that the SBI interest rate and lending interest rates (SBK) significantly negative effect and interbank rates (PUAB) have a significant positive effect on agricultural credit. In addition, the results of research on the sharia model indicates that the SBIS and ERP significant negative effect on agricultural financing and PUAS significant negative effect on agricultural finance. Based on the FEVD results , SBI has a considerable effect on the agricultural credit compared with SBK and interbank rates (PUAB) on the conventional models whereas the models of sharia, SBIS have a smaller effect than the ERP and PUAS.

This study aims to compare the effectiveness of productive and consumptive zakat distribution in poverty alleviation. This study uses a CIBEST (Center of Islamic Business and Economics Studies) model which measures not only the material aspect of the poverty, but also the spiritual aspect of the respondents. The results proves that both zakat distribution types can increase welfare as well as reduce poverty of mustahik. Productive zakat can alleviate poverty more than consumtive zakat.

The aim of this study is to measure the efficiency of Islamic Bank in Indonesia and to analyze the factors that affect the level of efficiency. The objects of this study are ten Islamic Bank (BUS) in Indonesia which analyzes from the second quarter of 2012 until the first quarter of 2016. There are three method which are used in this study, two in first stage, namely non parametric method of Data Envelopment Analysis (DEA) and parametric method of Stochastic Frontier Approach (SFA) then the second stage is Tobit estimaton. Overall, the results showed that the efficiency level of Islamic banks in Indonesia during the time period in this study have not reached the optimum level of efficiency yet. Tobit estimation showed that total financing, total wadiah funds, CAR, ROE, total overhead cost significantly affect the Islamic bank`s efficiency in Indonesia.

The objective of this study is to determine the internal and external factors affected non-performing financing in Islamic Banks Indonesia, 2010-2014. The samples used were 11 Islamic Banks in Indonesia 2010-2014. This study used panel data with annual data obtained from the bank's 2010 to 2014 annual reports of banks. The results showed that the Capital Adequacy Ratio (CAR), Bank size, overhead cost and SBIS rate have a significant negative effect on Non Performing Financing, while the FDR, NIM, KAP and BI rate have a significant positive effect on Non-Performing Financing. Commercial Bank needs to monitor the level of Capital Adequacy Ratio (CAR), Bank size and improve the quality of operational management on overhead cost. In addition, Islamic Banks should be more sensitive to macroeconomic conditions, especially the level of BI rate and yield rate of SBIS so it can determine precisely the financing policy in order to control the level of NPF at a reasonable level.

Based on Islamic Banking Law Article 1 paragraph 2 funding was the main activity for Islamic banking in its function as a financial intermediary and drived real sector. This study was aim to determine how much the influences of SBIS, amount of DPK, Non Performing Financing and the exchange rate of dollar against the Islamic banking financing as well as the contribution of Islamic bank financing for the agricultural sector in Indonesia by using VAR/VECM approach. VECM results indicated variables that affected agricultural financing in the short term was variable LNER and SBIS. While in the long term variable lnDPK and lnNPF statistically significant against to agricultural financing. The results of IRF showed that lnDPK, lnNPF and LNER responded positively influencing the contribution of financing on Islamic bank for the agricultural sector in Indonesia. As for The contribution of financing on Islamic bank for the agricultural sector in Indonesia, LNER gave the largest contribution to the Islamic bank financing for the agricultural sector in Indonesia, followed by the variable SBIS, lnDPK, and lnNPF. The higher value of rupiah would increase the financing by the islamic banking for Agricultural sector, as would as the lower of rate SBIS would increase the financing of islamic banking.

Investment in Indonesia is currently undergoing a good development. It is characterized by the good performance of the composite stock price index (IHSG), LQ45, Jakarta Islamic Index (JII), and Indonesia Sharia Stock Index (ISSI), which represents the actual conditions of the national Sharia capital market. The market share of the stock of Sharia has reached 58,89% of all issuers of stocks with the highest market capitalization of Rp 2,946 trillion, or of 56,37% of total market capitalization. The presence of Islamic capital market is expected to boost the performance of the national economy. Entering the ASEAN economic community 2015, the economy of Indonesia need more stable to be able to compete with the global economy. Stability macroeconomic factors of a country as well as the absorption of investment from domestic and foreign investors will be important in the face of ASEAN economic community. This research attempts to examine the impact of ASEAN stock market and macroeconomic variables towards Indonesia Sharia Stock Index (ISSI). By using Vector Error Correction Model (VECM) as the method, this research utilizes time series monthly data from May 2011 to June 2015.

. This study investigates the dynamic relationship between macroeconomic variables and housing financing provided by convensional and islamic banking in Indonesia. Utilizing quarterly data from 2007 to 2016, this study employs Vector Error Correction Model (VECM), Impulse Response Function (IRF) and Forecast Error Variance Decomposition (FEVD). It finds that macroeconomics variables and housing price have distinct long relationship with housing financing provided by both. Our study reveal that policy intervention to stimulate or dampen housing financing provided by islamic and conventional bank can focus on GDP, house prices and monetary policy however it should be implemented to right segment. In addition, this study documents evidence that Islamic housing financing in Indonesia really dependent on interest rate. Therefore the findings suggest that Islamic Banking could apply alternative rate, possibly IHPR to manage to live up to their ideals in achieving the objectives of Shari’ah

Micro and Small Entreprises
Micro and small enterprises (MSEs) have an important role in supporting the national economy. Nevertheless, MSEs still have a major problem in its development, called limited capital. The presence of BPRS which is part of sharia financial institutions is expected to provide financing assistance for MSEs. The financing provided by BPRS is not only given in the form of equity financing but also in the form of debt financing. This study analyzes the effect of debt financing on MSEs development and also the factors influenceing the income and profit of MSEs after getting debt financing. The method used in this research is paired sample t test and Ordinary Least Square (OLS). The result of paired sample t test showed that the variable of earnings and profit of MSEs have significant change after getting financing. Furthermore, the result of analysis with OLS method showed that labor variable, amount of financing, profit rate, gender dummy, and education dummy have a significant effect to earnings and profit of MSEs

Indonesia is a country with the largest Muslim population in the world. The potential of Islamic financial instruments grows among the society, and one of them is cash waqf. Cash waqf already have a complete law and legal institutions, but there is a gap between the potency and the real data of cash waqf raising. The aim of this research is to analyze the condition of cash waqf raising and the factors affecting the level of cash waqf raising in Indonesia. Using Analytical Network Process (ANP), the factors that affect the level of cash waqf raising are divided into three aspects namely institutional, society, and government. The results show that the institutional aspect has the biggest impact affecting the level of cash waqf raising and the three most influential factors are the focus of nazhir institutions, the understanding of society about cash waqf, and completeness of the cash waqf law.

. Productive zakah program that run by BAZNAS and LAZ was a real contribution to reduced poverty. Productive zakat aimed to made mustahiq became more productive. However, these goals had not been achieved maximum. There were two main problems in running productive zakah program. They were problem from internal party of BAZNAS/LAZ and problem from external party of BAZNAS/LAZ. Among the internal problems were: 1) Immaturity of program planning, 2) Less of capable human resources, 3) No fixed success indicators. The external problems were: 1) Lack of zakat institution management, 2) Lack of entrepreneurial spirit among mustahiq, 3) Mustahiq was not understand about the rule of productive zakah program. This study concluded that the dominant problem was an internal problem of the BAZNAS / LAZ –with priority problem lied in 'immaturity of program planning'

The limitations faced by Islamic Bank in terms of range, scope, service network and low competency of human resources serving micro and small enterprises have made linkage and partnership with Islamic microfinance institutions such as BMT become very important. On the other hand, weaknesses of BMT industry, such as the availability of information about the profile and performance of BMT, need to be enhanced by conducting surveys in the area that become the centers of BMT operation. Therefore, this study attempts to survey the condition and potential of BMT in three provinces in Java, namely West Java, Central Java and East Java. Survey on major variables such as asset volume and BMT financial performance shows very high variation. The findings also show that fundamental reform of governance is highly required, especially with respect to regulation and supervision of the BMT industry. In the short term, improvements can be made by optimizing the role of the Association of BMT and BMT Agencies. In general, based on various indicators, the performance of BMT in Central Java is better than those in East Java and West Java

The inefficiency of public service in Indonesia is one of the results of badbureaucracy, so that the development system becomes stagnant. On the contrary, sustainabledevelopment is a reflection of a good bureaucracy. So far Indonesia is still ranked 100th out of182 countries in the world for corruption. This paper aims to find out the bureaucratic model inIndonesia within the framework of modern bureaucratic model as well as Islamic Conceptapproach of Chapra’s perspectives. Using content analysis, the paper found that Indonesianbureaucracy model still embrace patrimonial concept that vulnerable to the practice ofcollusion, corruption and nepotism. While the modern model of Osborne and GaeblerEntrepreneurial Bureaucracy concept with the spirit of innovation and creativity has brought agood change and it is in line with Islamic model of Chapra’sperspective. Chapradescribes thatthe development of a country should be run simultaneously with the bureaucracy that promotesIslamic values, moral, and hard work. It is concluded that by applying this concept,bureaucracy in Indonesia will be more effective in removing socio-economic problem and willcome up with more efficient and sustainable development dimensions.

Jakarta Islamic Index (JII) is a reference for investors to place their fund in Indonesia Stock Exchange which is in line with Islamic teaching. It has a specific requirements (screening process) which must be passed by one stock to be included in JII. Nevertheless, the screening process of JII composition is seen to have limitations because the process is merely based on the quantitative and qualitative criteria. Therefore, this research explores and analyzes the deeper aspects (Othman, et al., 2009) which is called as Islamic Social Reporting (ISR). ISR analyzes the compliance to Islamic teaching application from the company perspective. The research period is from the year of 2006 until 2008, while the research sample is taken from companies listed in the JII. This research adopts full interaction model to determine significant factors of ISR. Previous research did not apply the interaction model theory, i.e. the Difference in Difference (DiD) theory1. It can show meaningful existence of dummy variable with other proxies. The proxies used in this study are industry type, company size, and profitability. The results show that there are no differences among the industry type, while the company size affects the ISR.

Micro, Small and Medium Enterprises (MSMEs) have a big contribution for Indonesia's gross domestic product and employment. Most MSMEs face capital constraints and limited access to formal financial institutions. Baitul Maal Wat Tamwil (BMT), which is one of the Islamic microfinance institutions, can be a solution to capital constraints faced by MSMEs. The study aims to analyze the MSME access to get the financing and the impact of BMT to their business development. The primary data is obtained from interviewing 45 respondents, i.e 30 respondents who receive funding from the BMT and 15 controlled respondents who do not receive funding in Bogor. MSME access to the BMT Islamic financing is analyzed by logistic regression logit model while the method used is multiple linear regression of Ordinary Least Square (OLS) in order to analyze the impact of BMT on the development of business. Logit regression results indicate that dummy business type, age, business turnover and deposits dummy, are the factors influencing MSME access to BMT financing. BMT financing has increased the MSME profit by 6.21 percent with an average of Rp 79.12 million to Rp 84.03 million per year. Based on the results of multiple linear regression of OLS, BMT financing has positive and significant impact on the change in business profits.

Poverty is one of major problems faced by Indonesia. The economic crisis occured within the country and around the world has lengthened the poverty disaster attacking Indonesia. To overcome these problems, zakat is likely to be an alternative solution that can be utilized by government. Zakat is a means legalized by Islam in capital formation. Capital formation is not solely based on utilization and development of natural resources, but also from obligatory contributions of the rich. Zakat is also playing significant role in improving the quality of human resources and the provision of facilities and infrastructure of production. The potential zakat of Indonesia exceeds Rp 217 trillion, but in reality the absorption of zakat funds reached Rp 1.5 trillion in 2010. The huge gap between the potential and the actual collection of zakat indicates that there are some Muslims who are less motivated to pay zakat. The purpose of this study is to identify factors that affect compliance level of paying zakat, and to identify the dominant factors, in order to more easily create optimal policy. Results from this study are expected to help increase acceptance of zakat, both at central and regional levels. Data is collected through a survey of 100 respondents in Bogor regency. The analytical method used is factor analysis. The program used to analyze the data is SPSS Statistics 17 for Windows. From these results, it is known that factors affecting willingness to pay the zakat are: religious factors, such as faith, religious understanding, and rewards; and other factors such as social awareness, self-satisfaction, and organizations. This also gives guidance that in order to increase zakat revenue, emphasis not only on religious aspect, but also on social, self-satisfaction, and organization aspects is very important. Among the variables that affect compliance level of paying zakat is the role of amil organization (OPZ). OPZ professionalism can strengthen regularity of zakat payer to pay zakat at OPZ. Improving the quality of OPZ in terms of transparency, socialization, and administration, will significantly affect the preferences of zakat payers to fufill their obligation at the amil institutions.

Leading Economic Sector
Economic growth is one of the main indicators reflecting the success of economic development. Basically, economic development is a series of efforts to raise incomes, to expand employment, to improve economic relations among the regions and to seek a shift of economic activity from the primary sector to the secondary sector even tertiary sector. Various economic sectors are interrelated with each other in order to promote economic growth in the region. It needs a great support from the central and local government, and also the stakeholders through regulation, so as to create prosperity for its people. This study analyzes the economic sectors in Cirebon Region which includes the leading sectors in the period 2005-2010. The data used are the West Java GDP and GDP of Cirebon in the 2005-2010 at constant prices of 2000 analyzed by Shift Share method (SS). Based on the analysis of the Shift Share method, leading sectors experiencing rapid growth are building/construction, trade, hotels and restaurants, transport and communications, finance, leasing and services companies. While the sector that has a good competitiveness is the services sector. Based on the results, the effective policy launched by the Cirebon Leader and its Government is considered as one of the main elements of Cirebon economic and local political stability.

Baitul Maal wat Tamwil (BMT), as a micro financial institution, has a strategic role in Indonsia. The lack in quality of human resources has been a challenge since its establishment. This issue still needs to be considered seriously. Therefore, this study tries to examine the internal problems regarding the BMT human resources in Indonesia. Analytic Network Process (ANP) is used as the methodology to overcome the objective of this study. Survey and indepth interview are conducted to collect the data. The results showed that the main problems occurred in human resource management were when it dealt with training and skill development programs. Moreover, ethics and morality of the employees needs to be improved continuosly as part of the worship to Allah SWT.

The welfare of people in a certain area can be observed from the income and budget allocation. If the income of the local government will be high then the local community is prosperous citizens and vice versa. Budget allocation should be considered its effectiveness whether or not it is allocated for the welfare of the local citizens. According to As-Syatibi, human being have five besic needs or called as ad- daruriyyat al – khams. They are to keep or maintan the faith (religion), to maintan life, intellect, descent, and property. The concept of five basic needs is taken from the purpose of shariah revelation ar called as Maqasid As- Shari'ah. From these five basic needs it has to be observed whether a needs is included dharuriyat (primary), hajiyyat (secondary), or tahsiniyyat (luxuries). In the budget process, the budget allocation for maintenance of religion should be the highest priority, followed by life needs, maintenance of life, maintenance of descent, and the property maintenance. Consecutively this is consistent with the Government’s vision, which is to realize Bogor as pios self dependent and culture, rich city. This vision must be reflected Bogor district budget allocation. In general, Bogor district budget has been allocated to the five basic needs, but in terms of allocation still not in line with the concept of ad- daruriyyat al – khams. It is because some of the budget posts have been covered by central government, such as religious activity post by Ministry of Religious Affairs, law enforcement post by Ministry of Law and Human Rights, and security post by police and army.

This paper attempts to analise the mudarabah fixed deposits product and its implementation in PT BPRS Amanah Ummah. This paper also tries to analise the nisbah examination on profit and loss sharing.The method used in this study is descriptive method. Fixed deposits account in PT BPRS Amanah Ummah has been known for its transaction using mudaraba contract. The contract, basically, involves two parties which have been working together as an investor (shahibul maal) and entrepreneur (mudharib) throughout the contract period. Bank has its own responsibility as the entrepreneur. The profit and loss are shared between them as stated in the contract and has been agreed by all involved parties.The proportion is indeed appeared as the result of bargaining process prior to the final agreement between them. If any loss occurred, the investor is the one who responsible on it. The entrepreneur is ‘only’ burdened on time and management loss. However, the situation may differ if the loss is caused by human error (the entrepreneur).

Poverty is still one of big issues in the world particularly for developing contries. Poverty has close relation to the rural area where the people relied on agriculure activities for deriving income. Having a big Muslim population, Indonesia has great opportunity to utilize the huge potential of zakat fund particularly for empowerment program to the poor. Empowerment and capacity building program handled by Masyarakat Mandiri Dompet Dhuafa (MM-DD) to the poor people is believed to have a positive contribution to reduce poverty. The program includes providing business capital as agent of change and assistancy in order to increase the quality of human resources from the poor who generate income through producing tofu (in Kampung Iwul). Cross cultural innovation as well as regresion analysis is used to measure the program of MM-DD to their clients. The results show that based on the perception of the targeted clients regarding the indicator of material capabilties and intelectual, the empowerment program conducted by MM-DD reaches the goals of the program. While other perceptions linked to the manajemen ability from the targeted group show that the program can not reach the aims of MM-DD program yet. Several factors including their characteristics affected these perception. For the crosscultural innovation, most of respondent give positive response to the program. In addition, after adopting these programs, the avarage income of the people could increase. This increase is affected by the amount of lending, daily income from tofu business, and other income from other businesses.

As monetary authority, Bank Indonesia has developed Islamic Bank Indonesia Certificate (abbreviated as SBIS) as Islamic monetary instrument in addition to Bank Indonesia Certificate (known as SBI), which has become conventional instrument. Both instruments play significant role in the transmission of monetary instrument towards real sector of the economy. Monetary transmission could take place through credit channel or financing channel, from which the fund is used as the source of credit and financing for micro, small and medium enterprises (MSME). This study aims at analyzing the impact of both Islamic and conventional monetary instruments towards MSME financing. Data used in this research is taken from Bank Indonesia, Ministry of Cooperative and SME, and Central Board of Statistics for the period of May 2006 until December 2010. The study employs Vector Auto Regression model, Impulse Response Function technique and Forecast Error Variance Decomposition (FEVD) as its analytical methods. It is found that SBI and SBIS have significant impact towards credit and financing to the MSME. When there is monetary shock, the study finds that MSME financing of Islamic bank could be recovered and stabilized better than MSME credit of conventional bank. FEVD analysis shows that the impact of SBIS towards financing of MSME is bigger than the SBI.
