    Competency-Based Human Resource Management (CBHRM) is a new model of performance management which synchronized the business strategy and the human resources strategy in order to reach the goal of an organization. It is also one of the concepts to build the core competencies of a company to get their competitive advantages. ThiS research analyzed the business strategy and the arrangement of CBHRM action plan in PT XYZ. Two methods were use to reach the goal of the research. The methods are SWOT analysis and Performance Improvement Planning (PIP). The result shows that PT XYZ could implement three alternative sfrategies as their grand strategies. The grand strategies are: (1) implementing the ISO system along with training and development, especially the training that related to the ISO system, for their employees, (2) pursuing continuous improvement and also (3) expanding their market share. Based on the analysis by using PIP method, PT XYZ has ten fastics to build their employees competencies in adopting the concepts of CBHRM. Several of the tactics are: (1) socializing vision and mission of the company, (2) arranging training and development, (3) tightening the supervision of the prosses and products.

    Analisis Efisiensi Pemasaran Karang Hias di Pulau Panggang, Kabupaten Administrasi Kepulauan Seribu Marketing is one of the main interesting problem of karang hias (artifICial coral) business in Pulau Panggang. Some of artificial coral are gathered and then sole by fishennan to the collector who come to Pulau Panggang periodically. Among of species of artificial coral marketed from Pulau Panggang were called karang hias Jamur Mangkok, karang hias Babut Hijau, karang hias Pipa Salim and karang hias Nanas Mata. There are many marketing institutional involved in artificial coral marketing from Pulau Panggang. They have a big role to deliver karang hias from fISherman to the consumer.   The aims of this research are : 1) to identify the pattern of karang hias marketing channel that occurred in Pulau Panggang, 2) to analyze marketing efficiency of karang hias in Pulau Panggang: include of market structure, market behavior and marketing margin.   Result of this research showed that there are five patterns of marketing chamef in Pulau Panggang. Marketing instjutional that i!1volved in distribution of karang hias to the consumer consisted of fishermen, coIlector, merchant, exporter, and retailer. Market structured of karang hias tend to form imperfectly competition. Market behavior showed that in functional martfel activities fisherman have got a low price and low of fishermen's share. Market institutional of karang hias didn't get the spread of profit, cost of marketing was relatively high and marketing margin was also high enough. Those market structure,market behavior and marketing margin Rlcated that marketing of karang hias in Pulau Panggang, Kabupaten Administrasi Keputauan Semu was inefficient.

    Compensation as appreciation for surrender and present all of employee wo/t(s result to belong to centre, divided to financial and non financial. Financial compensation among other things are direct financial, one of its insentive and indirect financial in formed subsidy. Looking for insentive characteristic which is to take directly between employees reward with prestation of work that they reach, therefore insentive giving would be motivating the employee to increase their prestation of works.

     

    This research was conducted to analysis of insentive system which used by BPBILAPU Pangandaran, to identificate many factors which decided amount of insentive that employee get and to analysis the using·of insentive system which more efective based of merit system.

     

    Results indicated that insentive system which used by BPBILAPU Pangandaran is group/team insentive system with using profit sharing plan, calculation which the sharing consist of 5% for production team and 10% for aU of employee. Many factors which decided insentive of employee BPBILAPU Pangandaran are human resources, natural resources, capital, environment and market. Insentive system based of merit system consist of individual insentive (piecework, production bonus and pay for knowledge compensation) and group insentive (production sharing plan) more effective to used. Both of them have bigger insentive value than insentive which employee gel Besides of it, insentive value that employee get was established by prestation and productivity of work..

    Spending too much operational costs are still become mainly problem in bisnis organization include PT DEF which move in Frozen Shrimp production. This is important for performing prevention act and reaction act to decrease this waste costs . The prevention act can be doing by performing HACCP (Hazard Analysis and Critical Control Point) In production process. Reaction act can be done by performing SPC (Statistical Process Control) analyze methode.

    Before performing HACCP, the bisnis units are must be complied by pre-requisite programs which is SSOP (Standard Sanitation Operating Procedure) and GMP (Good Manufacturing Peractices). SPC analyze performed by problem identification, Pareto Diagram, Fishbone Diagram, and Control Chart Diagram. Calculating waste costs production performed after performing HACCP and performing SPC.

    The result of the study showed that HACCP at PT DEF has B level. Also error indicate in packing and labeling. Total loss of error is Rp. 12500 and loss of time was 75 minutes In 171 prodUction turnover.

    Rational expectation of all company is to gain maximum profit, as Wirontono Baru Company do. It is a company which is expert in a shrimp freezing. In its output, the company is facing an obstacle i.e. raw material avaibility, job shift employee, coldstorage capacity and freezing machine capacity. Nevertheless, maximum profit is still primary purpose achieved by a company.

    Optimalization shows that production is not reaching an optimal condition yet. This is shown by a differences between actual profit and optimalization result profit. If company produces with an optimum combination of result, then it will get an addition profit as Rp 2.633.481.200,00. This dual analysis shows that several resources is not used yet, optimally. Sensitivity of analysis shown that range of optimality of destination function and right hand side range are wide.

    In recent years, export of ornamental fish from Indonesia increased for every year in quantity and value. There are thirty eight companies with the ornamental fish export business. In this global competition era, the product quality stimulates company's competitiveness. This research has aim to see how far the TOM concept has been applied to improve the business performance of CV Banyu Biru. CV Banyu Biru hold a customer's satisfaction strategy for competing with competitors. The strategy is to fill up the customer's demand and satisfaction by serving and keeping product quality. We can see the problems of TOM and how far the TOM have been applied in this company by observing the company's quality management in relation with the indicators, principles, and the basic elements of TOM. In identifying the existing problem, the research use the Analytical Hierarchy Process (AHP) method by making hierarchy. The results of this research shows that there are five main problems. That the company always put in priority. These problems are product quality, product delivery timing, production continuity, product amount and production costs. The alternative for improvement are teamwork, training, benchmarking, information system, technology, product variation, and also the improvement in management info administration system. The priority of joined management perception to elements of TOM are company vision and mission, standardization, internal auditing, organization, facilities, human resources and training.

    Analisis Strategi Bisnis Ekspor Ikan Hias Air Tawar (Kasus di PT NAE, Jakarta) Aim of Business strategy analysis toward PT NAE on this research is to identify strengthens and weaknesses of internal and extemal factors of the company and recommend alternative strategies to the company as consideration for releasing essential policy related on fresh water ornamental fish business. Based on analysis through input matrix obtained scores above the average of 2,5, those are 2,545 for IFE and 2,651 for EFE. The scores show that PT NAE was enabling in using its internal strength and overcome its internal weakness to gain business opportunities and avoid treats.

    Based on analysis through matching matrix with SWOT, SPACE, IE and Grand Strategy analysis, result as altematives strategy was produced. The altemative strategies are product development and market penetration. Final step is making priority on recent altemative strategy. Based on as PM analysis. product development is being the 1st strategy to be implemented, and market penetration is being the 2nd.

    General description on implementing product development is to maintain consumer image toward fresh water omamental fish product and hold product quality and service. General description on market penetration is by doing prornotion strategy optimally to preserve rnarket share of company on targeted country.

    Oriental Fish is one of the pottential fisheries commodity, which is contribute devisas for the country. Palmas Omatipinis is one of the new introduction arlifidal fish in Indonesia. Thats why we should know the feasibility analysis as a plan to develop in Oannaga Fish Culture.

    The study shows that fanning of Palmas Omatipinis in the beginning level process at Darmaga Fish Culture, feasible to be develop in tenn of maril.et aspect, technique aspect, managerial aspect and finansial aspect. The result given by discount rates 4 % I periode for scenario 1, shows the NPV is Rp 39.448.333.58, Net BlC is 1,23, and IRR is 5,45 %. For scenario 2, NPV is Rp 40.783.n5,19 , Net B/C is 1,24 and IRR is 5,54 %.

    The sensitivity analysis for scenario 1 shows that the business is not feasible if the price decrease to 20,7 % and hatcing rate decrease to 6,3 %. For scenario 2 business is not feasible if the price decrease to 21,3 % and hatcing rate decrease to 6,4 %

    The Govemment of OKI Jakarta had built the new TPI (Tempat Pelelangan likan) in Muara Angke to replace the function of the old TPI. This new TPI have equipped an improving facility and service of quality cause of service and managerial problems of the old TPI. These problems are hygiene and sanitary, capacity of auction sale area and security. Success of TPI management service influenced of user subjective perception on it perceived quality. Therefore, measurement of satisfaction of the auction sale participants toward the care service attributes of TPI Muara Angke is required. This research is aimed to identify level of satisfaction of auction sale participants toward the service attributes of TPI, how is the management orientation of accurate service attributes in TPI Muara Angke, how is the quality of care service perceived by auction sale participants in TPI Muara Angke, and how is suitability of perception of auction sale participants toward the perceived quality in TPI Muara Angke. Result of the research showed that generally, auction sale participant feel satisfied with the performance care of TPI Muara Angke. Its shown in value of customer satisfaction index 0,73763 that caused of service quality improvement the new TPI Muara Angke which has more completely facility service. According auction sale participants, care service of new TPI Muara Angke is better than the old TPI Muara Angke. The auction sale participants between the new TPI Muara Angke and the old TPI Muara Angke gave different assessment about quality of each service' attributes. It means there's no suitability perceived quality between the new TPI Muara Angke and the old TPI Muara Angke. The auction sale participants have different perception about quality of service attributes both TPI.
